The kdump query on Debian shows inactive

[sysadmin@controller-0 ~(keystone_admin)]$ systemctl is-active kdump
inactive

debian changed the name of the kdump service to kdump-tools

[sysadmin@controller-0 ~(keystone_admin)]$ systemctl is-active kdump-tools
active

Major: Host watchdog functions but will not trigger crash dumps

Steps to Reproduce
------------------
sudo pkill -stop pmond

Expected Behavior
------------------
/var/log/crash should show a rotated and compressed vmcore crash dump.

Actual Behavior
----------------
expected vmcore dump is not present.

    Adapt Host Watchdog to use kdump-tools

    The Debian package for kdump changed from kdump to kdump-tools

    Test Plan:

    PASS: Verify build and install AIO DX system
    PASS: Verify host watchdog detects kdump as active in debian
