    base-bullseye.lst: add download URLs

    The commit 49c4f437f6 aligned versions with Debian upstream
    for some packages. Some versions no longer exists in Debian
    upstream. To avoid download failure, adding download URLs for
    such packages.

    Test Plan:
    Pass: repo_manage.py remove_repo -r deb-local-binary
    Pass: repo_manage.py upload_pkg -r deb-local-binary
    Pass: rm /import/mirrors/starlingx/binaries/*
    Pass: sudo apt update
    Pass: downloader -b
