Istio app does not upgrade

Brief Description
-----------------
After performing platform upgrade, Istio app is still showing the version before the platform upgrade in "system application-list". Upgrade does not fail, but the application is not upgraded.

For new apps that were introduced in an N release, they need to be explicitly added into the 65-k8s-app-upgrade.sh for the N+1 release.

    Istio app not upgraded during platform upgrade

    This commit is to include the istio application in the upgrade
    script 65-k8s-upgrade.sh.
