Debian: error description is not shown on Horizon

Brief Description

Rrror description is not shown in Horizon despite it is shown in CLI using dcmanager subcloud error command

Steps to Reproduce

1) Install Debian latest build

2) Install controller-0 on Subcloud

3) Run reconfig command in order to induce an error that should be desplayed on CLI and Horizon

Expected Behavior

reconfig deploy must fail, and the error description should be shown on Horizon and CLI.

Actual Behavior

Error description is only being shown using error description command. There is no description on Horizon.

    Error description field is not being shown

    On Debian, the error_description field is not being shown on the
    Subcloud Overview. This change fixes this bug.

    Closes-bug: 1997114

    Test Plan:
    PASS: add this change and restart Horizon service. Verify
          error_description field is shown on Debian.
