PSAC labels missing from flux-helm namespace

flux-helm namespace was added after the PSAC feature and as a result, the flux-helm namespace did not have any PSAC labels

Bootstrap any system and run "kubectl describe namespace flux-helm"

    Add missing PSAC labels to flux-helm namespace

    Pod Security Admission Controller (PSAC)
    labels were missing from flux-helm namespace. This commit
    adds PSAC labels to the flux-helm namespace. Privileged and latest
    were chosen to keep consistent with existing labels with other
    namespaces.

    PASS: Bootstrap system, check that flux-helm namespace has the same
          PSAC labels as other namespaces like kube-system and
          cert-manager

    Add missing PSAC labels to flux-helm namespace
