build fails on storageconfig

Brief Description
-----------------
After the change [1], the storageconfig.service was moved to the debian folder.
This causes that the spec file [2] is unable to find the file and thus causing a build error

    Add storageconfig.service file

    This service file is required by CentOs to build
    the storageconfig package.
