The stx-mariadb container is failing to build.

The upstream URL http://ftp.osuosl.org/pub/mariadb/repo/10.2/ubuntu is no longer available.

It looks like that version 10.2 has fallen out of support and has been taken down. Available versions range from 10.3 to 10.9.

    Fix the stx-mariadb docker build errors

    When building the docker image, the apt-get update fails
    due to:
       /etc/apt/sources.list.d/mariadb.list
    which contains a repo that no longer exists
      http://ftp.osuosl.org/pub/mariadb/repo/10.2/ubuntu

    To get the docker build to work, that repo needs to
    be removed prior to running the 'update'
