The tools have diverged and are no longer compatible. We need to use 7.0
specific build containers.

    master and stx.7.0 debian build tools have diverged.

    Need to use 7.0 build containers to build 7.0.

    Short term solution is to hard code the container tag.

    A follow up should examine computing the container tag from
    the branch name, or other environment variable.
