Perform upgrade stx6 to stx7, after controller-1 is upgrade, data migration fails.

Expected Behavior

data migration should not fail
Actual Behavior

data migration fails as stx6 is not a from release.

    Remove OIDC upgrade script

    As the scripts created on [1] are specific to
    21.12 -> 22.06 upgrade this commit removes those
    scripts and fix the issue found on upgrade-start,
    data-migration and upgrade-activate.
