The build seems to reference upstream debian and gets a version of libpq-dev that is too new:

It is caused by Debian upstream 11.4 delivery. The default libpq5 is upgraded to 13.7-0+deb11u1 in Debian upstream. Now the pkgbuilder environment has disconnected with Debian upstream by
