    Remove cert-manager-helm package from stx-std.list

    This commit is fixing a build failure introduced in
    https://review.opendev.org/c/starlingx/cert-manager-armada-app/+/847085
    which deleted child package cert-manager-helm.

    As there is a reference to it here, the build fails.

    Test Plan:

    PASS: Full debian build without errors (build-pkgs and build-image)
