    Add Rabbitmqctl report output to openstack collect plugin

    This update adds Rabbitmqctl report output to the openstack
    collect plugin.

    Test Plan:

    PASS: Verify rabbitmqctl report output in collect bundle
    PASS: Verify report is only included on the active controller
    PASS: Verify report is not included on standby controller
    PASS: Verify in DC, AIO and standard systems
    PASS: Verify change as a designer patch
