Debian: initrd.img that kdump created can not boot up.

Bug Description

Brief Description

kdump will create /var/lib/kdump/initrd.img-5.10.0-6-amd64 if there is not initrd.img. but it can not boot up, it will hang after crash kernel boot up.

It really needs initrd.img for kdump that should be simple and only can save the vmcore.

Steps to Reproduce

rm /var/lib/kdump/initrd.img-5.10.0-6-amd64 if it exists.
kdump-config reload(that will create /var/lib/kdump/initrd.img-5.10.0-6-amd64)
sync; echo c | sudo tee /proc/sysrq-trigger
the crash kernel will reboot, then it hang up.
Expected Behavior

the crash kernel can boot up and save vmcore.

Actual Behavior

Thee crash kernel will reboot, then it hang up.
