Brief Description

Subcloud fails to unlock post data migration. Prior to the upgrade from 21.05 -> 21.12, docker-distribution (registry) size was increased from 16G to 32G and docker from 30G to 40G.

Steps to Reproduce

DC + 2 subclouds
Subcloud 1
Increase docker size from 30G to 40G
Increase docker-distribution size from 16G to 32G
Subcloud 2
Keep default docker and docker-distribution sizes
Prestage the 2 subclouds
Upgrade the 2 subclouds
Expected Behavior

Both subclouds are upgraded successfully
