[Debian] downloader -b false negative detection, and re-upload

Brief Description

This is a build tools bug.
downloader does not correctly recognize packages with epoch specified, and re-uploads them to aptly.

Steps to Reproduce
------------------
Use downloader -b twice.

Expected Behavior
------------------
On the second call it shouldn't try to upload packages again to aptly.
