CEPH build failure 2022-01-20 for monolithic builds

Brief Description

Ceph failed to build on CENGN monolithic build.

No obvious change in the changelog to ceph itself, and distro layer didn't elect to rebuild ceph due to build avoidance. This suggests an undocumented build depends.

One thing that did change was a new golang. Does CEPH need golang?

Start a new workspace...
Build WITHOUT build avoidance
build-pkgs

Expected Behavior
------------------
all packages build

Actual Behavior
----------------
ceph fails to build.
A half dozen additional packages fail due to dependence on ceph.

100% in a new workspace without build avoidance

    Ceph build failure

    Ceph build failure after nspr library update.

    This library is used only for library tests.
    To fix this and preventing to happen again, all tests
    are not compiled anymore.

    Test Plan:
        PASS: Compile master branch without build-avoidance and
              verify it finishes with no errors.
