Change WR license to Apache License for StarlingX file

The following sysinv files include a standard WR license:
/starlingx/config/src/branch/master/sysinv/sysinv/sysinv/sysinv/common/dc_api.py

These need to be corrected to the Apache-2 license.

- Go to the starlingx sysinv github
