oidc-auth-apps using incorrect dex image

oidc-auth-apps is using the upstream image 'quay.io/dexidp/dex' as opposed to "docker.io/starlingx/dex". Our starlingx image has a fix for IPv6. The incorrect image causes application-apply to fail on IPv6 systems.
