Can't submit a git review from within the build container

Brief Description

It is no longer possible to use git review from within a
build container due to the recent upgrade of the opendev gerrit server.

Git and git-review need to be upgraded to newer versions within the
build container.

It would also be nice to set a valid email address within the
'localrc' and have it reflected in the build container's .gitconfig.

git review -s

git commit ...
git review

We can submit an update for review

git review failes.
