build-iso failed on unresolved package nvme-cli

Brief Description
-----------------
CENGN layered build failed on the 'flock' layer, step 'build-iso'.
It complains about an unresolved package nvme-cli.

This package needs to be added to the appropriate lst file under
.../stx-tools/centos-mirror-tools/config/centos/flock
so that the flock layer has the package downloaded and ready to install.

Can't build iso's.

Steps to Reproduce
------------------
1) Checkout and build the 'flock' layer
2) build-iso

Expected Behavior
------------------
build-iso finds and installs all packages

Actual Behavior
----------------
build-iso failes to find and install nvme-cli

Reproducibility
---------------
100% if using a layered build.
