While upgrading the subcloud's contrtoller-1, it fails during the data migration step.
This is a result of a bug in ansible which declares identity as a shared service in DC:

The fix would be as outlined below:
1. Remove the addition of identity to shared services in the bootstrap
2. Add a migration script to remove the identity entry on upgrade.

2) Create and apply an upgrade strategy on the system controller
