Setting Application-isolated function results in incorrect vcpu_pin_set override

In StarlingX 4.0, Application-isolated cores are not used by OpenStack (vcpu_pin_set override is not using these cores).

Steps to Reproduce
------------------
- Set up STX4.0 and stx-openstack
- isolate some CPUs: system host-cpu-modify -f Application-isolated -p0 15 conntroller-1

Expected Behavior
------------------
vcpu_pin_set override uses Application-isolated cores.

Actual Behavior
----------------
vcpu_pin_set does not use Application-isolated cores
