On the system has FPGA hardware device, Ansible playbook upgrade-static-images keeps failing to download and push image completely for Image registry.central:9001/docker.io/starlingx/n3000-opae:stx.4.0-v1.0.0.

    Keep n3000-opae docker image in docker cache

    For the container like opae that created via docker,
    we don't want to remove the image from docker cache
    as it needs to be used by the opae docker container.
