Package nvme-cli on all host personalities

Brief Description
-----------------
The nvme-cli package is not included on the StarlingX hosts. This makes attempting to update nvme disk firmware more cumbersome. This is a request to package the nvme-cli package since it is already provided by CentOS 7.
