Add `ipmitool sel list` to collect

This issue requests that the output of `ipmitool sel list` be added to collect.

Do this as a /etc/collect.d/bmc.sh collect script starting with this command.

Also do `ipmitool sel` for sel attributes as a initial test for bmc sel logs before the list

    Add maintenance BMC info collect script

    This update adds a collect_bmc script to collect.

    This new script collects the output from the
    following data into the var/extra/bmc.info
    file of the collect tarball.

    - host date
    - bmc sel date
    - bmc sel config
    - bmc sel logs
    - bmc sensor list
