Steps to Reproduce
------------------
1. Virtual or bare metal deployment AIO-DX system
2. Backup the system using ansible locally
3. Reinstall the controller-0 with the same load
4. Restore the system using ansible locally
5. Unlock the active controller-0
6. Reinstall PXE boot controller-1
7. Auto apply failed

Expected Behavior
------------------
After unlock controller-1, auto apply cert-manager and platform-integration succeeded

Actual Behavior
----------------
After reinstall controller-1(PXE boot)，auto apply cert-manager and platform-integration failed
