    Fix url's in base-image-build-centos-*.cfg

    build.starlingx.cengn.ca is not a public web server. It's use
    results in 'HTTP Error 502 - Bad Gateway' outside of CENGN.

    The correct url should refer to mirror.starlingx.cengn.ca.
