Layered build configuration points to master instead of rc/4.0

The config/centos lst and repo files should point initially to the rc/4.0 artifacts and then when the release is complete we need to change to point to the release/4.0.1 artifacts and then tag the release.

    Modify the URLs for the 4.0 release build

    The configuration files that are used by the layered build need point to the
    correct set of repos so the build consumes the right release configuration
    lst files and repos.

    Update configuration to point to released artifiacts

    This updates the layer'ed build configuration (lst and repo) files to point to the
    4.0.1 release artifacts, the layer'ed build needs to have access to the artifacts
    in order to get the correct repos and lst files.

    Update the buildrc to have the 4.0.1 relase number.

    Update to 4.0.1 Release

    Due to some changes required for the layered build we needed to update
    the release number to stx.4.0.1 and re-tag all the repos.

This was fixed prior to the stx.4.0 release milestone. However, the LP status is only updated automatically for fixes going in stx master.
