kernel-rt build should produce debuginfo rpm

The build does not generate a debuginfo rpm for the kernel-rt. The rpm is only generated for the std kernel.

Major - We need the debuginfo rpm for crash analysis.

Build the rt kernel

Verify that the debuginfo rpm is generated

----------------
The debuginfo rpm is not generated for the rt kernel

    kernel-rt: enable debuginfo rpm

    Debuginfo RPM was disabled in the spec file. This fix defaults it to
    enabled.
