Bug Description
Currently, even though we have mentioned the steps for build is applicable for stx3.0 and below release. The steps is for doing a monolithic build on latest master.
We need to update the document for stx3.0 and below version.

Build Guide changes as per stx3.0 code
We made the following changes to match the stx3.0 code:
1.Checkout stx3.0 tools project
2.Update folder structure for downloaded packages
3.Change user permission for mirror folder
4.Corrections in Build installer
