Locked subcloud stays online/in-sync

Brief Description

In DC system, if the subcloud is in locked state, it is still reported as online and in-sync by the dcmanager. It would be better to report it as offline or out-of-sync, to have a visual way of knowing the subcloud is locked/disabled. Finding the one that is accidentally locked within the hundreds of sub clouds seems difficult.

Low priority - this is an improvement to report the admin state of the subclouds on the system controller. Would-be-nice, but should not gate any release.
