dev docker images fail to build

Brief Description
-----------------
Nightly build failures from CENGN are seen from the
STX_build_wheels job when operating on the DEV stream.

DEV stream is not considered critical, so failures don't
fail the overall build.

However we need to decide if we will be discontinuing
support for a 'DEV' stream build. If we continue to support
it, let's fix DEV stream builds.

Issue appears to be with the content of the lz4 entry in
$MY_REPO/build-tools/build-wheels/docker/dev-wheels.cfg

   lz4-0.9.0-cp27-none-linux_x86_64.whl

vs on the successful STABLE stream build

   lz4-0.9.0-cp27-cp27mu-linux_x86_64.whl
