Following the steps for installing StarlingX it fails at the point where we want to apply stx-openstack

Applying of stx-openstack works

As an FYI, this issue was introduced on 2020-04-22 as a result of this commit which enabled the nginx as a platform application during bootstrap: https://review.opendev.org/#/c/721131/
This conflicts with the openstack application which also tries to start an nginx application.
