openstack is not supported by dritributed central cloud

Bug Description
We have a requirement that needs to support the virtual machine on the central cloud. In our structure, the central cloud is as a center with strong power which could do large scale compute. Our application only could be run on a virtual machine or bare metal, and the virtual machine is the best choice.
I tried to install stx-openstack and original openstack, both failed.
Could anyone give some suggestions or solutions?
