stx.2.0: PXE Boot controller-0, then controller-1 fails to come up after setting its personality

Brief Description
-----------------
Setup: I have PXE booted the controller-0, configured it and unlocked it. Controller-0 is up and running now.

Test Case: Setting personality of other node.

Issue: Controller-1 fails to boot.

Reason: When controller-0 is PXE booted, All .cfg files are present on path "/www/pages/feed/rel-19.08/" but the "Packages" and "repodata" directories are missing on controller-0 resulting in failure of booting of controller-1. I manually copied it on controller-0 and then it worked fine.

Can you please help me to solve this issue.

2. PXE boot controller-0.
2. Set personality of other node.

Controller-1 should boot properly.

I also tried with http instead of ftp but it resulted with same issue.
