Brief Description

We want to use QATzip utility in starlingx openstack Cinder pod (to provide QAT as a service to Cinder by calling CLI command 'qzip'). But now it is not ready to use.

Steps to Reproduce
------------------
1. Log into Cinder pod
2. Call command 'qzip'
Expected Behavior
------------------
qzip command is able to perform compress & decompress.
Actual Behavior
----------------
qzip is not installed. Whether QAT driver is ready in Cinder pod is not clear.
