Deploy StarlingX with IPv6 environment, and stx-openstack fail to be applied due to mariadb-ingress pod cannot be in ready status.

1. Do deploy with IPv6 environment.
2. Apply stx-openstack application.

Expected Behavior

Openstack application should be applied successfully.

stx-openstack apply failed. Pod mariadb-ingress cannot be in ready status.

This test config is not covered by sanity or regression. It's likely this is the first time this is attempted. It would be nice to get this supported for stx.4.0
