On system with third ceph monitor, the system storage-backend-list unexpectedly still reports ceph back-end task as provision-storage

Steps to Reproduce
------------------
1. System was installed and configured with min replication 1, replication 2
2. 2 controllers, 2 workers are unlocked and enabled
3. ceph shows the 3 monitor (compute-0)

$ ceph -s
  cluster:
    id: d41e897e-dedf-4d1e-991b-b58300d8c4d4
    health: HEALTH_OK

  services:
    mon: 3 daemons, quorum controller-0,controller-1,compute-0
    mgr: controller-1(active), standbys: controller-0

Run the following command to confirm that the ceph backend state is configured and task is None
$ system storage-backend-list

Expected Behavior

Unexpected the ceph backend state is configued and tast "provision-storage"

Removing the stx.4.0 release tag since this was added in error. As per earlier notes, this is a lower priority issue with no system impact, therefore, it will not hold up stx.4.0.
