Once you locked the Active Controller from horizon, the "fm alarm-list" cli command doesn't show the "locked controller" alarm.

1- Open Browser and login horizon.
2- Lock Active controller from horizon.
3- Type "fm alarm-list" cli command and verify controller locked alarm should be displayed.
Expected Behavior

There should be a controller locked alarm displayed when "fm alarm-list" is executed in terminal.

This maybe related to the fm containerization feature. Can you clarify which openrc you sourced before running the command: /etc/platform/ openrc or an openrc pointing to the containerized fm?
