Need new alarm for no OSDs provisioned scenario

Brief Description

System allows adding OSDs in-service so it’s not a strict unlock requirement any longer. when no OSDs have been provisioned. In this scenario, 800.001 alarm "Storage Alarm Condition: HEALTH_WARN [PGs are degraded/stuck or undersized]. Please check 'ceph -s' for more details." raised which is not refer to this specific case.
