Move load_patching_tasks.yml from bootstrap playbook to backup_restore playbook

Brief Description

Currently load_patching_tasks.yml resides in roles/bootstrap/prepare_env/tasks directory. As the content of this yaml file is restore specific, it is better to move it to roles/restore_platform.
