After looking over the logs & conitinuing Bart's analysis it seems like the IP kubernetes is trying to connect to is not present on any interface:

unable to register node "controller-0" with API server: Post https://192.168.206.2:6443/api/v1/nodes: dial tcp

The ARP INCOMPLETE entry is there
