fm-api does unnecessary inclusion of ../LICENSE

Bug Description

The build_srpm.data and fm-api.spec include the $PKG_BASE LICENSE file, which is also available in the fm-api directory itself. Remove the COPY_LIST and Source0: directive to clean this up.
