AIO: Too many ngnix worker threads

On an AIO system with openstack deployed, there are 133 nginx worker processes per ingress controller. Given there are only 2 platform cores by default, this seems excessive.

Reviewed by the containers PL (Frank) and TL (Brent) and changed priority to high. AIO performance/operation is impacted by too many processes running on the platform cores and this LP change is required for AIO.
Therefore updating the priority of this LP to High and this is required for stx.2.0.

    limit ingress CPU usage

    On AIO, the nginx CPU usage should be based on the platform
    cores.
