containerized fm can not access public endpoint

after enabling fm containerized fm , the public endpoint can not be accessed via http://fm.openstack.svc.cluster.local:80

Steps to Reproduce
------------------
1) deploy system and apply openstack helm
2) curl http://fm.openstack.svc.cluster.local:80 from controller.

Expected Behavior
------------------
http://fm.openstack.svc.cluster.local:80 can be accessed

can not accessed
