Steps to Reproduce

Set system timezone to a one different from UTC, for example "system modify --timezone EST5EDT"
The alarm's timestamps are displayed in the UTC time and not the system's timezone.

Expected Behavior
------------------
The alarm's timestamps in Horizon should be displayed in the system's time.

----------------
The alarm's timestamps in Horizon should be displayed in UTC time.

    Make FM’s timestamp timezone aware

    The timestamps on the Fault Management pages were only displayed in UTC
    as per what was stored in the databased. Created a filter to format the
    timestamp with timezone.
