Need more information on how often this issue is seen. Out of 10 attempts, how many fail?
Also, is this issue seen on standard configs or only AIO configs?

suspect this issue is same issue with

So far we only see it one time happened in Horizon TC. It is on AIO config.

So this error msg was reported in this occurrence as well?
....the error msg showed "[Errno 32] Corrupt image download"

To answer Ghada's question about was the same error seen in both cases, No, it was not the same error. I spoke with Peng and he mentioned that as he was unable to create instance, he suspected that it could have been because of image corruption (seen in 1822638).

It is likely an openstack issue. The issue is only seen once, so won't consider it stx.2.0 gating at this time. If the frequency increases, we may need to revisit this decision.
