Found it's an awkward one after some investigation. Two ways to solve this,but seems not worthy.1st:modify horizon code， add some hard code to transform faultmanagement to Fault Management.2nd: modify FM service entpoint's type to fault-management...,So, for now I am gonna leave it alone.

No progress on this bug for more than 2 years. Candidate for closure.

If there is no update, this issue is targeted to be closed as 'Won't Fix' by March 22.
