Log into Horizon using *stein release (as admin user or tenant user)
Navigate to Project - Compute - Server Groups
Select 'Create Server Group'

Expected Behavior
------------------
Expected an option to create server group in the UI Server Groups panel

We’re abandoning our modifications to the panels and as a result adopting the upstream server groups panels. Please refer to Stein documentation for how the new panel is suppose to work, and if there is an issue please open a LP in applicable upstream openstack project.

I took a quick look and it appears there is functionality to create server groups from the upstream dash, but think it may be turned off due to the policy. If that's the case it would be a configuration issue that we need to correct, should be investigated

I tried this feature in latest image, and found "Create Server Group" is there.
