The build process to create the StarlingX ISO image fail at the build the pxe-network-installer with the build-pkgs command

Critical: Build System is unable to build the StarlingX ISO image.

Steps to Reproduce
------------------
Follow the steps to build a StarlingX ISO image, according the official documentation at build packages, step 4, https://docs.starlingx.io/developer_guide/index.html#build-packages

1 -> clone stx-tools repo
2 -> create a starlingx docker image.
3 -> download packages ( download mirror )
4 -> prepare your environment to build a starlingx build packages ( repo init ... repo sync ... )
5 -> execute build-pkgs inside the starlingx docker image to build the srpms

Expected Behavior
------------------
all the srpm packages are build correctly.

Actual Behavior
----------------
build-pkgs fails at pxe-network-installer package
